The defendant's petition for certification for appeal from the Appellate Court, 59 Conn. App. 608 (AC 19237), is granted, limited to the following issue.

"Did the Appellate Court properly conclude that the planning and zoning commission failed to meet its burden of proving, by sufficient evidence, that a substantial public interest in health or safety clearly outweighed the need for the plaintiffs' housing units for senior citizens?"

McDONALD, C. J., did not participate in the consideration or decision of this petition.
