ORDER A petition for certification of the judgment in A-003097-18 having been submitted to this Court, and the Court having considered the same;
It is ORDERED that the petition for certification is granted, limited to the issue of whether the payroll tax's "residency exemption" violates the Commerce Clause of the U.S. Constitution. Certification is denied as to all other issues.
By operation of Rule 2:12-9, the appeal as of right is summarily dismissed as to any issues beyond the Court's limited grant of certification.
