ORDER


AND NOW, this day of September, 2005, it is hereby ORDERED that:

(1) the motion of Plaintiffs is GRANTED;

(2) this matter is REMANDED to the Pennsylvania Special Education Appeals Panel to determine the nature and amount of compensatory education due to Plaintiff Frances M., if any, consistent with the reasoning in Amanda A. v. Coatesville Area Sch. Dist., No. Civ.A. 04-4184, 2005 WL 426090 (E.D. Pa. Feb. 23, 2005).
