Judgment of dismissal vacated. The matter is remanded for entry of a new judgment declaring that the actions of the defendants as described in the complaint (as amended) do not violate the plaintiff's rights to equal protection and due process of law as guaranteed by the Federal Constitution and denying his request for injunctive relief.
