By letter dated August 1, 2017, this court informed the parties that this appeal would be submitted on the briefs, i.e., no oral argument would be permitted. On August 10, 2017, appellants filed their Motion for Reconsideration Regarding Oral Argument, asking this court to reconsider its decision and permit oral argument. Appellee filed a letter in response, stating it does not believe oral argument is warranted. After reviewing the motion and response, we DENY appellants' motion. As stated in our August 1, 2017 letter, this appeal will be submitted on briefs on September 6, 2017.

We order the clerk of this court to serve a copy of this order on all counsel. It is so ORDERED on this 24th day of August, 2017.
