Leave to appeal to the Court of Appeals denied. The decision and order of this Court entered on October 21, 1999 (Appeal No. 2092) is amended by deleting the second sentence in the second paragraph beginning on the penultimate line of page 1 beginning with the word "Although" and ending with the word "standards" on page 2, and substituting the following therefor: "This is particularly so absent proof from defendant that the staircase was ever in conformity with any preexisting standards."
