Petitioner is deemed insolvent and may proceed in forma pauperis for purposes of this cause.

Upon consideration, petitioner's motion for extension of time to make pleading for fraud on the court is hereby denied.

Following review of the petition for writ of mandamus, it is ordered that said petition is hereby denied.
