The plaintiffs' petition for certification for appeal from the Appellate Court, 136 Conn.App. 135, 43 A.3d 821, is granted, limited to the following issue:

“Did the Appellate Court properly interpret General Statutes § 22a–363b (a) in concluding that the trial court properly dismissed the plaintiffs' administrative appeal?”
