The request for judicial notice is granted. The petition for review is granted. The matter is transferred to the Court of Appeal, Fourth Appellate District, Division Three, with directions to vacate its order denying the petition for writ of mandate/prohibition and to issue an order directing respondent court to show cause why the relief sought in the petition should not be granted. The stay previously issued by this court is to remain in effect pending further order of the Court of Appeal.
