On order of the Court, the motions for leave to file briefs amici curiae are considered, and they are GRANTED. The application for leave to appeal from the July 9, 1999 decision of the Court of Appeals and the application for leave to appeal as cross-appellants are also considered, and they are DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.

Corrigan and Markman, JJ., would grant leave to appeal.
