On March 17, 2020, the trial session scheduled to begin in Houston, Texas, on April 20, 2020, was canceled due to concerns related to COVID-19, and this case was assigned to the undersigned judge. On September 10, 2021, respondent filed a Status Report (Doc. 19) requesting additional time to file either a stipulation of settled issues, a signed decision document, or another status report. Upon due consideration, it is hereby

ORDERED that, on or before November 15, 2021, the parties shall file with the Court a joint report (or, if that is not expedient, then separate reports) describing the status of the case, a stipulation of settled issues, or a stipulated decision document.
