No. 159, the Court ADOPTS the Report and Recommendation. The Court ALLOWS the Motions for Summary Judgment filed by Defendants, Doc. Nos. 118, 122, and DENIES Plaintiff's Partial Motion for Summary Judgment, Doc. No. 125.
