Order

On order of the Court, the motion for immediate consideration is GRANTED. The motion to dismiss or to extend the time for filing an answer to the application is considered, and it is DENIED to the extent that it seeks dismissal of the application. The motion is GRANTED to the extent that it seeks an extension of time to file an answer to the application. The answer will be accepted as timely filed if submitted within 28 days of the date of this order.

The application for leave to appeal remains pending.
