It is ORDERED that the Court's order of November 19, 2021, which granted defendant's motion for leave to appeal, is vacated and the matter is summarily remanded to the Superior Court, Appellate Division to consider the impact of new legislation, L. 2021, c. 486, in the first instance. Jurisdiction is not retained.
