On order of the Court, the application for leave to appeal from the May 21, 1999, decision of the Court of Appeals is considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.

Kelly, J., would remand to the Court of Appeals for reconsideration in light of this Court's decision in Clark v United Technologies, 459 Mich. 681 (1999).
