JUDGMENT


This action came on for consideration by the Court, and the issues having been duly considered and a decision duly rendered,

It is ORDERED, ADJUDGED and DECREED that:

1. Plaintiff's motion for leave to file a civil action in forma pauperis is denied and this case is dismissed as frivolous pursuant to 28 U.S.C. § 1915(e)(2).

2. Plaintiff is barred from filing any future civil actions without first obtaining permission from a United States circuit, district, or magistrate judge and sanctioned in the amount of $100.00. Plaintiff is required to pay this sanction to the district clerk before he even can seek leave of court to file any other lawsuits in this district.

3. The Clerk shall transmit a true copy of this Judgment and the Order adopting the Findings and Recommendation of the United States Magistrate Judge to plaintiff.
