ORDER ACCEPTING FINDINGS AND RECOMMENDATION OF THE UNITED STATES MAGISTRATE JUDGE


On November 18, 2003, United States Magistrate Judge Wm. F. Sanderson, Jr., made Findings, Conclusions and a Recommendation. No objections were filed. The Court thus reviews the Findings, Conclusions and Recommendation for plain error. Finding no plain error, the Court accepts the Findings, Conclusions and Recommendation of the United States Magistrate Judge.

IT IS THEREFORE ORDERED that the Findings, Conclusions and Recommendation of the United States Magistrate Judge are accepted.

IT IS FURTHER ORDERED that Petitioner's Motion for a Temporary Restraining Order, filed November 7, 2003, is DENIED for the reasons set out in the Findings, Conclusions and Recommendation of the United States Magistrate Judge.
