TRANSFER ORDER


For the reasons stated in the accompanying Memorandum Opinion, it is hereby

ORDERED Defendants' motions to dismiss [Dkt. #13, 30] are DENIED WITHOUT PREJUDICE, and it is

FURTHER ORDERED that Defendant Lappin's motion to dismiss [Dkt. #20] is GRANTED IN PART dismissing Lappin in his individual capacity and otherwise is DENIED WITHOUT PREJUDICE, and it is

FURTHER ORDERED that Plaintiff's claim under the Federal Tort Claims Act is DISMISSED WITHOUT PREJUDICE, and it is

FURTHER ORDERED that Defendants' motions to transfer [Dkt. #13, 32] are GRANTED, and it is

FURTHER ORDERED that this civil action shall be TRANSFERRED to the United States District Court for the Eastern District of Virginia.

SO ORDERED.
