We moved it to a status-report track because there is a very large number of substantiation items at issue and the parties thought they could settle. Petitioner at least promises a settlement by the end of June, so it is

ORDERED that on or before July 8, 2024 the parties shall submit decision documents or a status report describing their progress toward settlement or a narrowing of the issues to be tried, including their respective estimates of a timeline to completion of settlement.
