ORDER

TENA CAMPBELL, District Judge

For the reasons set forth during the December 12, 2003 hearing, (1) Mr. Ivory's Motion for Remand is DENIED; (2) Defendants' Motion to Dismiss is GRANTED as to all claims except Mr. Ivory's federal free speech and equal protection claims (claims seventeen and eighteen). The Motion to Dismiss those two claims is DENIED.
