ORDER

Before Justices Francis, Evans, and Schenck

Based on the Court's opinion of this date, we CONDITIONALLY GRANT relator's petition for writ of mandamus and DIRECT the district court to make a written ruling vacating its January 19, 2018 temporary restraining order within seven (7) days of the date of this opinion. We further ORDER the trial court to file with this Court, within fourteen (14) days of the date of this order, a certified copy of its written ruling issued in compliance with this order and with the Court's opinion of this date. Should the trial court fail to comply with this order, the writ will issue.

We ORDER that relator recover the costs, if any, incurred in this original proceeding from the real parties in interest.
