Petitioner's "Motion to Extend Time, Page Requirements as Needed; Concurrent Motion for Appointment of Counsel, Oral Arguments," is denied to the extent it seeks leave of this Court for the late filing of the proper petition for writ of habeas corpus due to be filed in this Court in accordance with the order dated March 8, 2004, no later than March 18, 2004. As such, the "Petition for Writ of Habeas Corpus; Concurrent with Petitions for Writs of Quo Warranto, Prohibition, and the Extraordinary Writ of Mandamus," and Appendix filed in this Court on April 2, 2004, are hereby stricken as having been untimely filed.

Because petitioner failed to timely comply with this Court's order dated March 8, 2004, this proceeding is hereby dismissed on the Court's own motion. In light of this dismissal, all pending motions and requests for relief in this case are hereby denied as moot.
