MEMORANDUM OPINION

PER CURIAM

Relator has filed a motion to dismiss its petition for writ of mandamus because the issue raised in the original proceeding is now moot. We grant the motion and dismiss the petition for writ of mandamus. The order issued by this court on February 18, 2022 granting emergency relief is withdrawn.
