In re Richard
MOTION AND PROCEDURAL RULINGS
On November 22, 2011, this court found Donald Richard to be a vexatious litigator under S.Ct.Prac.R. 14.5 (B). This court further ordered that Richard was prohibited from continuing or instituting legal proceedings in the court without obtaining leave. On October 15, 2012, Richard presented an application for leave to proceed. It is ordered by the court that the application for leave is denied.
