Dismissal order filed

On August 19, 2019, the Board of Parole Hearings (the Board) adopted final regulations governing youth offender parole hearings, and those final regulations took effect on January 1, 2020. Because those regulations now affect all of the Board's parole suitability determinations for youth offenders, and because the regulations were not in effect when the Board held the parole hearing at issue in this matter, review in the above-captioned matter is hereby dismissed. (Rule 8.528(b)(1).)
