The Court has this day considered the Appellant's Motion to Reconsider Denial of Oral Argument and for Other Relief, and concludes the motion should be DENIED with respect to Appellant's request that the Court reconsider its decision to submit the case without oral argument. Appellant's request for an opportunity to file a reply brief is GRANTED. Appellant's reply brief is due to be filed on or before December 26, 2016.
