MEMORANDUM OPINION

The court has considered relator O.H.'s petition for writ of mandamus and motion for emergency stay and is of the opinion that relief should be denied. Relator's motion for emergency stay is denied as moot, and relator's petition for writ of mandamus is denied as premature.
