ORDER
By order of February 2, 2024, the petitioner Department of Health and Human Services was directed to answer the application for leave to appeal the October 19, 2023 judgment of the Court of Appeals, and the children's lawyer guardian ad litem was invited to respond. On order of the Court, the answers having been received, the application for leave to appeal is again considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court.
