The petition by the respondent mother for certification for appeal from the Appellate Court, 129 Conn. App. 746 (AC 32651), is granted, limited to the following issue:

"Did the Appellate Court properly determine that the trial court, in this termination of parental rights case, did not shift to the mother the burden of proof on the issue of personal rehabilitation?"

HARPER, J., did not participate in the consideration of or decision on this petition.

The Supreme Court docket number is SC 18847.
