Petition for review granted; transferred to Court of Appeal, Third Appellate District, with directions to issue an order to show cause

The petition for review is granted. The matter is transferred to the Court of Appeal, Third Appellate District, with directions to vacate its August 10, 2018, order denying the petition for writ of habeas corpus, and to issue an order directing the Secretary of the California Department of Corrections and Rehabilitation to show cause in that court why petitioner should not be entitled to relief on his claim of ineffective assistance of appellate counsel.

Cantil-Sakauye, C. J., was recused and did not participate.

Corrigan, J., was absent and did not participate.
