ORDER
By order of November 17, 2023, petitioner Department of Health and Human Services was directed, and the children's lawyer-guardian ad litem was invited, to answer the respondent's application for leave to appeal the September 21, 2023 judgment of the Court of Appeals. On order of the Court, the answers having been received, the application for leave to appeal is again considered, and it is DENIED, because we are not persuaded that the question presented should be reviewed by this Court.
