GENERAL ORDER

On March 30, 2020, acting pursuant to § 15002(b) of the Coronavirus Aid, Relief, and Economic Security Act ("CARES Act") and the authority granted by the Judicial Conference of the United States, the court issued General Order Number 20-0013 allowing certain criminal proceedings to be held by video or audio conference. On June 26, 2020, the Court extended the provisions of General Order 20-0013 for 90 days, through September 24, 2020. On September 23, 2020, the Court further extended the provisions in General Order Number 20-0013 for an additional 90 days, through December 22,2020. On December 21, 2020, the Court further extended the provisions in General Order Number 20-0013 for an additional 90 days, through March 22, 2021. On March 22, 2021, the Court further extended the provisions in General Order Number 20-0013 for an additional 90 days, through June 20, 2021. On July 9, 2021, the Court further extended the provisions in General Order Number 20-0013 for an additional 90 days, through September 18, 2021. On September 14, 2021, the Court further extended the provisions in General Order Number 20-0013 for an additional 90 days, through December 13, 2021. On December 21, 2021, the Court further extended the provisions in General Order Number 20-0013 for an additional 90 days, through March 13, 2022. On March 31, 2022, the Court further extended the provisions in General Order Number 20-0013 for an additional 90 days, through June 29, 2022. On July 19, 2022, the Court further extended the provisions in General Order Number 20-0013 through June 29, 2022. On September 27, 2022, the Court further extended the provisions in General Order Number 20-0013 through December 26, 2022.
The court finds that emergency conditions due to the COVID-19 virus outbreak continue to materially affect the functioning of the District Court of Guam and hereby extends the provisions in General Order Number 20-0013 for 90 days unless terminated earlier. If emergency conditions continue to exist on March 26, 2023 (90 days from December 26, 2022), the court will review this authorization and determine whether to extend it.
