Decisions Pursuant to Rule 1:28.

The decrees of the Juvenile Court pertaining to the determination of the father's unfitness and the termination of his parental rights, as well as the award of permanent custody to the maternal aunt and uncle, are vacated. The custody of the children is returned to the Department of Children and Families, and the matter is remanded to the Juvenile Court and another judge for further proceedings pursuant to the memorandum and order of the Appeals Court. Those proceedings should include current evidence of the father's fitness and best interests of the children.
