On July 2, 2021, attorney Michael Millen filed a petition requesting this court to adopt amendments to rule 9.42 of the Rules of Court to permit students engaged in a law office studies program, pursuant to Business and Professions Code section 6060, subdivision (e)(2)(B), to participate in the Practical Training for Law Students (PTLS) program. The request is denied without prejudice.
The court recognizes the potential importance of supervised practical training as a way of better preparing aspiring attorneys for competent practice. Therefore, the court directs the State Bar Board of Trustees to study and consider whether changes to rule 9.42 that would authorize students enrolled in a law office or judicial chambers” studies program to participate in the PTLS program would be prudent. The State Bar shall also consider whether any rule amendments may be necessary to provide additional protections to the public and to the judicial system. Prior to adopting and submitting any recommended rule amendments to the court, the State Bar shall solicit and consider public comment regarding the proposed changes.
