"A district court must, however, appoint counsel for an indigent petitioner when an evidentiary hearing is required or when necessary for the petitioner's effective utilization of discovery." Hudson v. Sloan, No. 4:17 CV 1885, 2018 WL 4052155, at *4 (N.D. Ohio Aug. 23, 2018) (citing 28 U.S.C. ยง 2254 Rule 6(a) (2014)). The only reason Thompson provides in support of his need for counsel is that it is necessary for the effective utilization of discovery.
