Upon the papers filed in support of the motion and the papers filed in opposition thereto, it is
ORDERED that the motion is granted, without costs, and respondents New York State Department of Health and the Commissioner of Health, are directed to conduct a review of the entire record presented at the fair hearing on July 13, 2022, and issue a de novo determination thereon on or before December 9, 2024.
