After consideration of the parties' briefs and the record on appeal, we find it evident that the judgment below should be affirmed on the basis of and for the reasons stated in the Superior Court's January 30, 2024 order dismissing the appellant's appeal and petition for a writ of certiorari.
Contrary to the appellant's belief, the Superior Court issued its decision on the basis of the parties' briefs; it did not hold a hearing on the matter.

NOW, THEREFORE, IT IS HEREBY ORDERED that the judgment of the Superior Court be AFFIRMED.
