Upon consideration, the above referenced appeal and the petition for writ of mandamus are hereby consolidated under case no. 3D13–1546.

Petitioner is deemed insolvent and may proceed in forma pauperis for purposes of this cause.

Following review of the petition for writ of mandamus, it is ordered that said petition is hereby denied.
