The order of the Unemployment Appeals Commission declining to reinstate the reopening of her appeal is reversed with directions to remand the case to an appeals referee for the purpose of taking and receiving further evidence because it appears that the appellant's substantive due process rights may have been abridged.

Reversed and remanded.
