Based upon the "CONFESSION OF ERROR" filed by the Attorney General's office on behalf of the State of Florida, the Order under review herein, rendered July 20, 1999, is reversed. Accordingly, this cause is remanded to the trial court for further proceedings consistent herewith.

Reversed and remanded.
