BY THE COURT:

It is ordered that the opinion filed herein on October 30, 2003, be modified as follows:

1. On page 7 in the second full paragraph, line 9, "corral site" should be changed to "foundation site".

2. On page 8 in the last paragraph, the first sentence should be changed to read "From this it is clear that the Commission effectively rejected the corral site in favor of the foundation site, . . . ."

3. On page 10 in the second full paragraph, line 5, the first full sentence should be changed to read "This determination, in turn, supports the Commissions decision . . . ."

4. This modification does not effect a change in the judgment. The request for publication submitted by the County Counsel for the County of San Mateo is denied.
