ORDER

This case was tried at a two-week special session in Washington, D.C., from September 12 to 23, 2022. At the conclusion of the trial, the Court indicated that the record would be left open until November 22, 2022, to permit the parties to file additional stipulations of facts with attached exhibits. Because of complications in filing the proposed Twelfth Stipulation of Facts, we later extended that deadline to February 3, 2023. Having developed an apparent solution to that problem and communicated it to the parties, we will extend by 30 days the date for closing the record. The Court will close the record no later than March 3, 2023.

In consideration of the foregoing, it is

ORDERED that the record will remain open for an additional 30 days, until March 3, 2023, to permit the submission of any forthcoming stipulation(s) of facts with attached exhibits.
