The order to show cause issued in consolidated appeals 2D14–1141 and 2D14–1338 is discharged. The parties should address jurisdiction in their briefs.
The respondent's motion to dismiss filed in proceeding 2D14–1067 is granted. The petition is hereby dismissed. The respondent's motion to consolidate is denied as moot. The respondent's motion for attorney's fees is denied without prejudice to seek fees in the consolidated appeals. The respondent's motion for leave to reply is denied as moot.
