For the reasons assigned in Gaspard v. St. Martin Parish Sewerage District #1, et al., 569 So.2d 1083 (La.App. 3d Cir. 1990), the judgment of the trial court is reversed and set aside and the case is remanded for further proceedings not inconsistent with this opinion. The sewerage district will pay the costs of this appeal.

REVERSED AND REMANDED.
