By order of November 24, 1998, we remanded the case to the Attorney Discipline Board for an opinion providing a rationale for its conclusion that "dismissal is the appropriate result under all of the facts and circumstances in this case." The Attorney Discipline Board having filed with the Clerk of this Court a Supplemental Board Opinion issued on April 30, 1999, the application is again considered, and it is DENIED, because we are not persuaded that the question presented should now be reviewed by this Court.
