"Any suit against a state official in his or her official capacity is a suit not against the official, but against the official's office; as such, the suit is no different from one against the state itself." Green v. Louisiana Dept. of Pub. Safety and Corr., No. 05-371, 2005 WL 3297074, at *3 (W.D. La. Dec. 2, 2005) (citing 42 U.S.C. ยง 1983; Will v. Michigan Dept. of State Police, 491 U.S. 58 (1989)). Qualified immunity, under the Eleventh Amendment, bars a federal action against a state unless the state consented to the suit.
