Green filed an unfair labor charge with the IELRB, which was dismissed; we affirmed the dismissal on December 27, 2013. See Green v. ΒΆ 9 Green also provided the IELRB agent with an investigation report by the Illinois Department of Human Rights (the IDHR), dated October 29, 2012. Green, who is African-American, had alleged that he was the subject of (a) discrimination based on his race and (b) retaliation for filing previous charges of discrimination against the District with the IDHR and the Equal Employment Opportunity Commission (EEOC). The IDHR report concluded that "the evidence appears to support that [the District] discharged [Green] due to his race *** and within such a period of time of [Green's] filed Charges against [the District] as to raise an inference of retaliation motivation.
