As the appealed order is not a final agency action, this appeal is dismissed for lack of jurisdiction. The appellant must exhaust all available administrative remedies before seeking judicial review. See Occidental Chemical Agricultural Products, Inc. v. Department of Environmental Regulation, 501 So.2d 674 (Fla. 1st DCA 1987). The motion for stay is therefore denied.
