This case was called during the Court's September 12, 2022, Atlanta, Georgia trial session. There was no appearance by or on behalf of petitioners Earl and Toshua Graham. Counsel for the Commissioner appeared and was heard. The Court allowed the parties until November 14, 2022, to file a proposed stipulated decision document. Since there has been nothing filed with the Court, we will give the parties additional time to resolve this case. Upon due consideration, it is

ORDERED that, on or before December 2, 2022, the parties shall file either a proposed stipulated decision or a joint status report (or separate reports, if that is more expedient) as to the then-present status of this case.
