Decision Pursuant to Rule 1:28.

The judgment of dismissal because of the plaintiff's failure to file a bond is vacated. The finding of the medical malpractice tribunal is to be replaced by the decision of this court that the offer of proof presented, if properly substantiated, is sufficient to raise a legitimate question of liability appropriate for judicial inquiry. The plaintiff may proceed with her claim.
